RE-ADVERTISEMENT: INVITATION TO TENDER

1. INTRODUCTION
The National Human Rights Commission (NHRC) refers the general public and interested bidders to its earlier advertisement published in the Daily Trust Newspaper, The Authority Newspaper, and the Federal Tenders Journal of 9th March, 2026 for LOT B1: CONSTRUCTION OF A MODERN CONFERENCE CENTRE AND TWO (2) SUSPENDED FLOORS OF OFFICES AT THE NHRC’S ABUJA MUNICIPAL OFFICE (AMO) COMPLEX, KARU, FCT.

Following a review of the project scope and cancellation of the earlier procurement process, the Commission hereby re-advertises the project and invites qualified contractors with relevant experience and capacity to submit bids.

Accordingly, all bids previously submitted in response to the advertisement of 9th March, 2026 shall not be considered. All bidders, including those who participated earlier, are required to submit fresh bids in line with this re-advertisement.

2. ELIGIBILITY REQUIREMENTS
All eligibility requirements, bid procedures, evaluation criteria, and other instructions contained in the earlier advertisement remain applicable, except for updates on compliance documents as follows:
a. Tax Clearance Certificates covering the last three (3) years (2024, 2025 and 2026), evidencing average turnover of not less than N300 Million for Works as reflected on the Tax Clearance Certificate;
b. Company’s Audited Accounts for the last three (3) years (2023, 2024 & 2025) clearly stating the profit and loss status.
c. Annual average turnover for 3 years of a minimum of N300 million.
d. Company’s profile with the CVs, academic/ professional qualifications of key staff to be deployed for the project (i.e. ARCON, CORBON, QSRBN, COREN – Electrical; mechanical; Civil/Structure – (at least one (1) each) with not less than ten (10) years cognate experience.
e. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility of not less than N500 Million for Works, for the execution of the project when needed;
f. Designated Project Manager (with PMP certification) of not less than ten (10) years professional experience (attach CV, academic/ professional qualifications)
g. Verifiable documentary evidence of similar (construction of at least 2 suspended floor office complex) jobs executed by the company in the last five (5) years (i.e. Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects) (please provide contact addresses of the clients who may be contacted for reference)
h. Health, safety and environmental (HSE) policy and quality assurance and control policies.
i. Evidence of understanding and participation in activities of ‘A’ Status National Human Rights Institutions Under the Paris Principle inline with the Global benchmark of institutional credibility.
j. Joint Ventures will not be considered.
k. All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter head paper bearing amongst others, the registration Number (RC) as issued by CAC, Contact Address; Telephone Number; and e-mail address. The letter head paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized signatory.

3. NOT ELIGIBLE
All Contractors who have defaulted on previous contract(s) awarded to them by NHRC/Federal Government.

4. DISQUALIFICATION
Any Bidder(s) who directly or indirectly attempts to influence in any manner this procurement process to obtain an unfair advantage in the award of this procurement contract in contravention of Section 58(4c) of the PPA 2007 (as amended), shall be disqualified and reported to appropriate authority for prosecution.

5. COLLECTION TENDER DOCUMENTS
Prospective and interested companies are to collect the Tender documents from the Office of the Head of Procurement at the Headquarters of the Commission 19 Aguiyi Ironsi Street, Maitama, Abuja on evidence of payment of a non-refundable tender fee of N10,000.00 only per Lot, paid into the National Human Rights Commission’s Remita account in any reputable Commercial Bank in Nigeria, from June 4th to 22nd, 2026.

6. SUBMISSION OF TENDER DOCUMENTS
Prospective and interested companies are to submit tender documents in soft copies (financial bids in editable format) and two (2) hard copies each of technical and financial bids packaged in separate sealed envelopes and clearly marked with ‘Technical Bid’ and ‘Financial Bid’ addressed to the undersigned, and clearly marked with ‘the name of the project’. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop at the designated tender box at National Human Rights Commission, Office of the Head Procurement, 19 Aguiyi Ironsi Street, Maitama Abuja, not later than 12:00 noon, 22nd June, 2026 (during working hours of 9.00am – 4.00pm daily except on weekends and public holidays). Please ensure that you sign the bid submission register in the office of the Head of Procurement as stated in paragraph 6 above, as the Commission will not be liable for misplaced or wrongly submitted bids. Any document submitted after this deadline of 12.00 noon on Monday 22nd June, 2026 shall be rejected.

7. OPENING OF TECHNICAL BIDS
The technical bids will be opened immediately after the deadline for submission at 12.00 noon on Monday 22nd June, 2026, at the address stated in paragraph 6 above in the presence of the bidders or their representatives, civil society Organization(s) and the general public who choose to witness the opening.

c. Bids submitted after the deadline for submission would be returned un-opened;

e. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services). Names of prequalified/ shortlisted firms will be placed on the Commission’s notice board, website and text messages to their respective numbers;

9. DISCLAIMER
a. The National Human Rights Commission reserves the right to verify claims made by any contractor.
b. Tendering false documents is an offence and may lead to exclusion from the tendering process and prosecution.
c. NHRC is not bound to awarding contracts to any tenderer and reserves the right to annul the Procurement process at any time without incurring any liabilities in line with section 28 of PPA 2007.
d. In line with executive order 001 of May 18th 2017, all bidders are to provide verifiable statement on the local content of the works to be done and goods to be supplied.

10. CLOSING DATE / BID OPENING
Submission closes at 12:00 noon, Monday, 22nd June, 2026. Technical bids will be opened immediately thereafter at NHRC Headquarters, No. 19 Aguiyi Ironsi Street, Maitama, Abuja, in the presence of bidders or representatives and observers.

11. IMPORTANT NOTICE
This re-advertisement supersedes the earlier advertisement of 9th March, 2026 published in the Daily Trust Newspaper, The Authority Newspaper, and the Federal Tenders Journal. All previously submitted bids are null and void, and bidders are required to submit fresh bids under this notice.
